No more weddings in Zapolyarny
All of a sudden, right after New Year holidays Pechenga district administration received a letter from Boris Pishulin, the head of Zapolyarny. The letter asked district authorities to vacate some places in Zapolyarny that currently are kept by important district administration's structures but actually belong to town municipality. District administration now needs to deal with undertime (start leaving the places from 12.01) and it fears that during some period Zapolyarny will lack things which are so important for local community, including civil registry office and antenatal clinic.
Hibiny.ru news website considers this case as an indication of hidden political fight between two municipalities: Municipality of Pechenga district and town municipality of Zapolyarny.
While in Soviet times most part of resources in the Pechenga district belonged to factory and hence to ministry of non-ferrous metallurgy of USSR, now municipal reforms have distributed these resources, including organizations and buildings between different municipalities on the Pechenga district area. In Zapolyarny, for example, there are two municipal authorities, each in charge for its own objects, all them dependent on the same single town infrastructure. This situation obviuosly can lead to various clashes between municipalities, for one or other reason.
